Dr. Emmanuel C. Lallana delivered the opening remarks during the turnover ceremonies of the eSkwela Project from the Commission on Information and Communications Technology (CICT) to the Bureau of Alternative Learning System of the Department of Education held on 29 April 2011 at the UP-Ayala Technohub. The eSkwela Project was initiated when Dr. Lallana was Commissioner of CICT's Human Capital Development Group, thereby making him the Father of eSkwela.
